Sailor Waddle Dee (or Sailor Dee) is the nickname given to the Waddle Dee member of the Meta-Knights who serve Meta Knight during the events of Kirby Super Star and Kirby Super Star Ultra. He is not named in the game, but an official Japanese guide book gives him a name that translates to "Waddle Dee (sailor)"[1]
Little is known about Sailor Waddle Dee except he is one of Meta Knight's minions. Sailor Waddle Dee appeared in the battleship Halberd with him getting instructions from Captain Vul to start it. Sailor Waddle Dee panicked when Kirby came and invaded destroying most of the crew members until fighting the Heavy Lobster.
Sailor Waddle Dee later glanced at the Food and 1UP's. Sailor Waddle Dee later accidentally revealed to Kirby that to beat the Reactor was to fool the laser into hitting the core in conversation with the other Meta-Knights. The last time he is seen is before Kirby faces Meta Knight.
Sailor Waddle Dee makes a brief appearance in Kirby Mass Attack, appearing alongside Bandanna Waddle Dee during the boss battle with Meta Knight in the sub-game Strato Patrol EOS.

Sailor Waddle Dee is just like any other Waddle Dee, only he wears a sailor cap.
