Balloon Bombers are enemies that have only appeared in Kirby Air Ride. They bear skull masks, and appear to be bombs themselves although they barely ever detonate.
Although they have not directly appeared in any game other than Air Ride, they have made various cameos in other games.
In Kirby Super Star Ultra, King Dedede is fought in an arena filled with spectators. Balloon Bomber is one of those spectators. Balloon Bomber also appears in Kirby Canvas Curse as one of Paint Roller's paintings. They also appear as a card in Kirby Card Swipe.
