Tiff and her friends become worried when a sudden wave of cold weather swoops over Dream Land in the middle of summer. The last time this happened was when the Ice Dragon came... Tiff, Tuff and Kirby go to the castle to interrogate the king, but they learn that his NightMare Enterprises account has been put on hold, so he couldn't have ordered another ice monster. Overnight, a thick layer of snow begins to blanket Cappy Town, and all the Cappies wake up to see a fluffy, white canvas of fresh snow! While Kirby is playing in it, he comes across a band of blue, big-eyed birds that seem to have arrived in Cappy Town on an iceberg. When some of the townspeople go to investigate the iceberg, they are greeted by Pengi, the leader of the Wandering Pengi Tribe. Attracted by the cold weather, they ask if they can stay in Cappy Town for a little while. There seem to be no objections - Everyone would be happy to have the Pengi around! Strangely, only Tiff is suspicious of these new critters, and she's normally very protective of wildlife. She thinks there may be some relation to the Pengi and the snow that has fallen upon Dream Land...
